Do all keyboards have the € symbol? Can't say, as here (in the EU in general) it is normal for all keyboard varieties to have it. I also wouldn't know of any other character that is not on the 42 yet on all keyboards.
No, US keyboards don't include the € symbol, that would be too convenient... But all keyboards (on PC, I don't know about Mac) can generate any character via Alt-NNNN sequences; it's a bit geeky but it works reliably.

Euro symbol € is "AltGr" "E" : That should work even with non-EU keyboards, isn't it ?

For Windows, the US-International keyboard layout has the € symbol mapped to Right-Alt + 5 (aka AltGr + 5). Ctrl + Alt + 5 should also work. That doesn't work on the standard US layout though.

Another option is to use the Microsoft Keyboard Layout Creator.

Yet another option is to use the third party WinCompose utility.

On my MacBook Air with U.S. keyboard, it's Alt-Shift-2.
