I confirm the issue for the 0.23.7 Windows emulator but I don't know why it is not working correctly.

I've also tested the 0.23.7 DMCP version on my WP43 and it is working fine, so no need to wait to flash yours.

Have you tried to load the raw file in Free42 and from there copy/paste the program as a text file?
You can also zip the .raw file and post the zip file on the forum.
